The county of West Midlands was formed in 1974. Prior to that time, its constituent cities and districts were organized as follows:
- Coventry, Solihull, and most of Birmingham belonged to Warwickshire.
- Dudley, part of Sandwell, and a small part of Birmingham belonged to Worcestershire.
- Wolverhampton, Walsall, part of Sandwell, and a small part of Birmingham belonged to Staffordshire.
